Escaped Kuje Prisoners Rearrested, Now In Detention


SaharaReporters has learned that the prisoners who escaped last week from Kuje Prison in Abuja have been rearrested, according to sources. This news follows reports that the escapees had assistance from prison staff to break out. Sources speaking to SaharaReporters disclosed that the apprehended men are being held at the

Department of State Services (DSS) Headquarters in Abuja. The authorities are deciding where to put the escapees. No information was immediately available on where the escaped prisoners were arrested or their condition at the time of arrest.

MTN Nigeria wins 2.6 GHz broadband license, set to deploy 4G LTE internet


MTN Nigeria has won the frequency spectrum license for the 2.6GHz band as the sole bidder in the auction exercise by the Nigerian Communications Commission (NCC).
MTN said the 10-year license will guarantee superior performance for wireless networks, especially 4G LTE services, including the roll-out of broadband internet services across the country, starting in the major cities of Lagos and Abuja.
Although Nigeria is one of 28 African countries currently offering 4G LTE services, the rate of penetration has been restricted to a few major cities.
But, with the acquisition of the license at about N18.96 billion, MTN said in a statement on Wednesday that its success was “a big boost to its plan to deliver global mobile broadband and LTE 4G services to over 60 million customers in Nigeria”.
The company said it was also planning to deploy FDD networks in addition to its existing WIMAX over TDD networks, to ensure for greater consistency with existing 2G and 3G deployments.
MTN Nigeria CEO, Ferdi Moolman, said with the 2.6 GHz band, the company will roll out immediately to provide the full range of LTE services to Nigerians, empowering Nigeria with the latest mobile broadband technology.
The NCC has described the spectrum as a significant trigger for a broadband revolution that would ensure greater coverage, access, affordability and innovation for the customers.
“We are very pleased with this development (award of the license) at this time, which is a further step in the right direction for Nigeria,” Mr. Moolman said. “Indeed, MTN is fully aligned and supports the NCC’s objective to deliver broadband services to present and future generations of subscribers, in line with the National Broadband Plan of 2013.”

“This license acquisition further demonstrates MTN’s abiding faith in the future of Nigeria and the resilience of the Nigerian economy. MTN continues to believe in Nigeria and we have expressed this belief in the level of our investment, which currently stands at approximately USD 15 billion and counting.”
He said MTN strongly believed there was need for significant levels of investment in broadband infrastructure and services to truly launch Nigeria into the information age.
In addition to aggressive investment, he said MTN has also built the most extensive private fibre optics superhighway in Africa and the Middle East, covering approximately 16,000 kilometres.
“Our subscribers, especially those in clustered areas such as the major cities, can expect distinct improvements in browsing speed, quality and experience, including fast access to high definition video streaming, as well as conferencing and calling, lag-free music streaming, and improved data uploads and downloads,” Mr. Moolman said.

INEC issues Certificate of Return to Samson Ogah as new Abia governor


The Independent National Electoral Commission, INEC, has issued Samson Ogah the Certificate of Return as the new governor of Abia State, three days after Governor Okezie Ikpeazu was sacked by a court, the News Agency of Nigeria has reported.

A Federal High Court in Abuja had on Monday directed Mr. Ikpeazu to immediately vacate office after convicting him of tax evasion.

The court also ordered INEC to issue a certificate of return to Mr. Ogah, who contested the governorship ticket with the governor on the platform of the Peoples Democratic Party, PDP.

Mr. Ikpeazu had said through his Chief Press Secretary, Enyinnaya Appolos, that he remained the governor because he was challenging the judgment in a higher court.

As an appointee of Abia State Government from 2011 to 2014, he argued that his taxes were deducted at source.
He also argued that the state Board of Internal Revenue in 2014 issued him with valid tax receipts shortly before he contested the governorship election in the state.

A government spokesperson told PREMIUM TIMES on Thursday that Mr Ikpeazu was “not going anywhere”, and that he was remaining in office.

Lagos State Bans ‘Omo-onile’, Says Defaulters Will Be Heavily Punished


Lagos State government has yesterday, June 27, 2016, warned that it is set to visit the activities of land grabbers, also known as Omo-onile, in the state with full wrath of the law.

The warning was delivered by the government through the state Attorney-General and Commissioner for Justice, Mr Adeniji Kazeem who said the state is ready to apply the full wrath of the law on anybody caught forcibly taking another person’s land in the state.

Inaugurating a five-man Special Task Force to curb the criminal activities of land grabbers, the government said it will henceforth enforce the state government rights over land in Lagos and to also work with all security agencies to implement state government and private property rights in the state.

The terms of reference of the committee, include: “to reduce to a barest minimum the activities of persons or corporate entities who use force and intimidation to dispossess or prevent any person or entity from acquiring legitimate interest and possession of property acquired through state government or private transactions.

Beside the committee is: “to coordinate the efforts of the various agencies of government charged with enforcing the state government rights over land in Lagos and to work with all security agencies to ensure enforcement of state government and private property rights in Lagos State”.

Kazeem explained that the state government’s decision to set up the task force is in realisation that in recent years, “the land grabbers have caused havoc and unrest in different parts of the state by dispossessing legitimate land owners of their properties, thereby stifling commercial activities in the state.

“It is therefore important that the state government not only identifies the effects of the problems being perpetrated by these unscrupulous elements on commercial activities and peace of the citizenry but also find lasting solutions to the menace”, he noted.
Beside the commissioner said the task force “was to protect investors and maintain law and order” adding, “this by implication will encourage the verification of legal claims through litigation rather than resorting to violence”.

He said that the State Assembly is about passing a law that will exclusively deal with the activities of the land grabbers and prescribe appropriate stiff penalty for offenders.

Donald Trump Says Some Teachers Should Have Guns in Classrooms


Donald Trump on Sunday said some teachers in the U.S. should be armed with guns inside their classrooms.

The presumptive Republican nominee, who was recently endorsed by the National Rifle Association of America, made the comments during a Fox & Friends interview in which he was asked to respond to Hillary Clinton’s remarks about his stance on gun control.


“I don’t want to have guns in classrooms, although in some cases teachers should have guns in classrooms, frankly,” Trump said. “Because . . . things that are going on in our schools are unbelievable.”

“I’m not advocating guns in classrooms,” Trump added. “But remember in some cases . . . trained teachers should be able to have guns in classrooms.”

Clinton on Saturday attacked Trump in Florida during an appearance at the Trayvon Martin Foundation’s Circle of Mothers event, which is held for mothers who have lost a child to gun violence, according to the Miami Herald.

“He’d mandate that every school in America allow guns in classrooms,” Clinton told the crowd. “That’s no way to keep us safe. If you want to imagine what Trump’s America will look like, picture more kids at risk of violence and bigotry. Picture more anger and fear.”

Wayne Rooney is Britain’s richest sportsman




The England and Manchester United captain, Wayne Rooney, tops the 2016 Sunday Times Rich List for young sportsmen in Britain, which is published this weekend.
Rooney has amassed an £82m fortune, making him the richest sportsman aged 30 or under, a rise of £10m from last year.
The 30-year-old’s wealth comes from a reported £300,000-a-week contract at United, which makes him the highest-paid player in the Premier League, as well as endorsements with the global brands Nike and Samsung.
The tennis brothers Andy and Jamie Murray are in second place with a joint worth of £58m, though £57m of it is contributed by the world No2, Andy. Rory McIlroy has enjoyed the biggest increase in wealth, earning an extra £18m to take him up to £56m in total and to third place in the list.
The Northern Irishman earned almost $10m in prize money but it is off the course where he has made his real cash, with a long-standing deal with Nike and other endorsements with Omega, Bose, Upper Deck sports memorabilia and Electronic Arts being especially lucrative.
Real Madrid’s Gareth Bale is up to fourth on the list after a year in which he became the second-richest footballer. The Welshman earns around £15.6millon a year at the Bernabéu in addition to contracts with Adidas, Sony and Electronic Arts. He is worth £34m – a £13m increase from last year.

Breaking: Resident doctors suspend nationwide strike.



The National Association of Resident Doctors (NARD) has suspended its nationwide indefinite strike which commenced on June 20.
President of the association, Dr Mohammad Askira, made the disclosure on Saturday in Abuja while briefing newsmen on the outcome of the association’s National Executive Council meeting held on Friday.
He said that the strike was suspended to enable the federal government implement the agreement reached with the association on or before July 14, adding that the doctors would resume work on July 27.
He said that the meeting also resolved to review the progress of government intervention at the next NEC meeting of the association scheduled for July 25 to 30 in Keffi for appropriation action.
Askira expressed gratitude to President Muhammadu Buhari for his promise to implement all the agreement reached between the association and the government.
He commended the president for directing the Minister of Health to resolve the impasse in the best interest of Nigerians.
He also expressed gratitude to the Speaker, House of Representatives, Yakubu Dogara, the Nigerian Medical Association (NMA) among others for their interventions to resolve the crisis.
Askira urged members of the association to remain calm as they resume their normal duties and promised that none of them would be victimised for participating in the strike.
The association commenced strike on July 20 to press home its demands which included, non payment of salaries, non availability of residency training guidelines, among others.

Anti-Brexit protests broke out on the streets of London after a petition for a second EU referendum attracted 2 million signatures within a day.
The protests came despite a record 33.5 million people taking part in the referendum-the highest in any election since 1992-in which Leave won with 51.9 percent, a margin of 1,269,501 votes.
And today, Labour legislator David Lammy says Thursday’s result was non-binding and Parliament should now vote on whether Britain quits the EU, potentially ignoring the vote.
He says some ‘leave’ supporters now regret their votes and we should not destroy the economy ‘on the basis of lies and the hubris of Boris Johnson.’
Two million people have now signed the petition, which the Government must now consider debating in the House of Commons, which it must do for any which gets more than 100,000 names.
But the majority of signatures are from people in London and areas with a high population of students, which predominantly voted Remain, meaning the result may not be any different.
Thousands came from north London, Cambridge and Oxford, while more than 3,000 of David Cameron’s constituents also signed the petition.
The results from the historic EU referendum are awaiting a final declaration and the United Kingdom is projected to have voted to LEAVE the European Union.
Demonstrators waved EU flags, held posters saying ‘Yes 2 EU’ and banners claiming the older population ‘stole our future’.
Because it easily passed the 100,000 target, MPs will be forced to consider the proposal in Parliament this summer.
The petition demands the Government re-stage the referendum because the winning vote for Leave was less than 60 per cent and was based on a turnout of less than 75 per cent.
The result revealed stark divisions between young and old, north and south, cities and rural areas, and university-educated people and those with fewer qualifications.
In London a separate petition is calling on Mayor Sadiq Khan to declare the capital independent from the United Kingdom, and apply to join the EU.
Although the decision is not legally binding on MPs, it would be an act of political suicide for any group to attempt to override it and order a second referendum after months of hard-fought campaigning.

Any petition that receives more than 100,000 signatures within six months must be considered for debate by MPs in Parliament.

The result of the EU referendum should be overturned by a Commons vote next week, a Labour MP has insisted.
Former minister David Lammy said the poll, which produced a narrow, surprise, win for the Leave side, was non-binding and parliament remains sovereign.
The Tottenham MP said the Commons, where a majority of members backed Remain, should ‘stop the madness’ of Brexit.
‘Wake up. We do not have to do this. We can stop this madness and bring this nightmare to an end through a vote in parliament.
‘Our sovereign parliament needs to now vote on whether we should quit the EU.
‘The referendum was an advisory, non-binding referendum. The Leave campaign’s platform has already unravelled and some people wish they hadn’t voted to leave.
‘Parliament now needs to decide whether we should go forward with Brexit, and there should be a vote in Parliament next week.
‘Let us not destroy our economy on the basis of lies and the hubris of Boris Johnson,’ Mr Lammy said.

The petition – started by William Oliver Healey this morning – states: ‘We the undersigned call upon HM Government to implement a rule that if the remain or leave vote is less than 60% based on a turnout less than 75% there should be another referendum.’
The House of Commons Petitions committee will now be forced to consider staging a debate in Parliament on the proposals for a second referendum.
Their next meeting is on Tuesday after MPs return from a mini-recess, although it might have to wait until the following week to be discussed.
The petition reflects the anger among the 16.1 million voters who backed staying in the EU – particularly young voters in London and across Scotland, who overwhelmingly backed Remain.
Three in four 18-24-year-olds voted for Remain in the referendum and more than half (56 per cent) of 25-49-year-olds backing the pro-EU option, according to initial estimates of the vote breakdown by YouGov.
It was those who may have to live with the consequences the longest who seemed most disappointed with the result.
According to a YouGov poll, the youngest of the electorate voted overwhelmingly to Remain, while it was older voters who were most keen on Brexit.
The survey, conducted after voting closed, found 75 per cent of those aged between 18 and 24 voted to remain in the EU.
Some 56 per cent of voters aged between 25 and 49 voted for Remain, but the figure dropped to 44 per cent for 50 to 64-year-olds and just 39 per cent for the over-65s, according to the poll.
Leader of the Liberal Democrats Tim Farron described the result as a ‘great injustice to future generations’.
‘Their future has been taken away by older generations,’ he said, in a speech following the result.
‘What a tragedy that older voters, the people who have been able to benefit from European integration, have removed the opportunity for those coming behind them.’
But those who emerged victorious from the country’s momentous decision sought to reassure those on the losing side.
In his victory speech at Vote Leave headquarters, Boris Johnson said: ‘I want to speak directly to the millions of people who did not vote for this outcome, especially young people, who may feel that this decision involves somehow pulling up the drawbridge, because I think the very opposite is true.
‘We cannot turn our backs on Europe, we are part of Europe, our children and our grandchildren will continue to have a wonderful future as Europeans.
‘It is the essence of our case that young people in this country can look forward to a more secure and more prosperous future, if we take back the democratic control.’
A poll carried out for The Times at Glastonbury music festival found 78 per cent had voted before setting off, with 83 per cent of those surveyed saying they backed Remain and just 16 per cent supporting Brexit.

David Cameron Resigns As Prime Minister After Britain Votes To Leave EU



David Cameron has resigned as prime minister after Britain voted to leave the European Union.

The prime minister said Britain required “fresh leadership” to negotiate the country’s exit from the EU.

“I do not think it would be right for me to be the captain that steers our country to its next destination,” he said in a statement outside Downing Street.

He promised to “steady the ship” over the coming months before stepping down in October.



Mr Cameron was close to tears as he announced his decision.

The referendum, called by Mr Cameron, delivered a shock victory for the Leave campaign.

The Brexit vote immediately sent the pound tumbling and sparked calls for his resignation.

Mr Cameron said the result was the “will of the British people” which was an “instruction which must be delivered.

Sheriff declares Edo PDP governorship primaries illegal



The embattled National Chairman of the PDP, Alhaji Ali modu Sheriff has declared the party’s governorship primaries in Edo state illegal.

The primaries, which were held by the Ahmed Makarfi led caretaker committee on Monday has been voided by Sheriff, saying the exercise was a contraption by an illegal care-taker committee.

He has called on party members in the state to disregard the exercise.

BREAKING NEWS: BUHARI SACKS STRIKING DOCTORS, GIVES FRESH ORDERS



The minister of health, Isaac Adewole has directed chief medical directors (CMDs) and medical directors (MDs) of federal government tertiary health institutions to fill the vacancies created by resident doctors who have “abandoned” their training programme and embarked on a strike action on Monday.

The spokesperson of the ministry, Boade Akinola, said the directive was contained in a circular signed by Amina Shamaki, the permanent secretary of the ministry.

The circular reads:
“It has come to the notice of the management of the ministry that some resident doctors in your establishment have voluntarily withdrawn from the residency training program by refusing to report for training without authorisation. public service rule, PSR 030402 (e) is relevant.

“This is in spite of the ongoing negotiations on their demands put forward by the representatives of the National Association of Resident Doctors (NARD) under the auspices of the Nigerian Medical Association.

“In view of this development, you are hereby directed to replace all the doctors that have withdrawn their services, with others from the pool of applicants for the training programs in the various disciplines in order not to create ominous gap in training with attendant disruption of health care delivery in your facility.

“Meanwhile, the ministry is working with the panel on the review of the residency training programme in Nigeria, led by Professor Wole Atoyebi, the registrar of the National Postgraduate Medical College, to fast-track the development of a comprehensive blueprint for postgraduate training of doctors in the country.

“Please, ensure immediate compliance.”

President Muhammadu Buhari has named Mr. Ibrahim Kpotum Idris as the new IG, Inspector-General of Police. He is succeeding Mr. Solomon Arase, who retired yesterday having clocked 60 years of age.

Until his appointment Idris, from Niger State was an Assistant Inspector-General, (AIG) in charge of Federal Operations at the Force Headquarters, Abuja.

Naira plunges in free float against US dollar



The naira plunged against the US dollar on Monday after Nigeria’s government scrapped its fixed exchange rate and allowed market forces to determine the currency’s value. “Trading started at 9:00 am (0800 GMT) this morning. All the 24 commercial banks are participating. The offer is 249 to 265 naira to the dollar,” one forex trader told AFP. At 1000 GMT, the naira was quoted at 262.50 against the dollar but the trader, who asked to remain anonymous, said supply and demand were still in the process of being matched. “All the bids will be put on the table and the rate will based on the offers,” the trader said. Analysts say the naira may settle in at around 250, compared with 350 to the greenback on the black market. Nigeria had pegged the naira to the dollar at 197-199 since March 2015, even as other oil exporters have let their currencies devalue in the wake of plunging global crude prices. President Muhammadu Buhari has previously said he would not “kill the naira” by letting it devalue. But central bank governor Godwin Emefiele said last week the currency market would now be “purely market driven” as the country grapples with spiralling inflation, slowing growth, the weakening naira and foreign exchange shortages.

BREAKING: Pastor Osagie Ize-Iyamu Wins PDP Primaries In Edo



Pastor Osagie Ize-Iyamu, the former Secretary to the Edo State Government, has emerged as the winner of the governorship primaries of the Peoples Democratic Party in Edo State with a landslide victory.

He polled 584 votes to defeat his opponents, Matthew Iduoriyekemwen  (91 votes) and Chief Solomon Edebiri (38).

A total of 740 delegates participated in the primaries held at the Dr. Samuel Ogbemudia stadium.

Security was beefed around the stadium to prevent hoodlums from gaining access to the venue.

Governor denies ordering Muslim students to wear Hijabs


The Governor of Osun state, Rauf Aregbesola has denied ordering female Muslim students to wear Hijabs (covering for female Muslims) to school.
This is coming after Christian students in the state defiantly showed up in various schools with garments and robes.

The Christian Association of Nigeria (CAN) vowed to call out its members to oppose the order.

Speaking on the matter, Aregbesola said:
"Let me say this there is no official pronouncement on hijab. I have not ordered the use of hijab in schools and I challenge them to bring evidence.

“It might interest you that my wife does not use hijab, my daughter does not use hijab. So, I did not order the use of hijab.

“My view on Islam is why I am suffering unmerited persecution. My crime is that I struggle to be a good Muslim and not because I hurt anybody."

Lagos Commences Internship Scheme For Students Of Tertiary Institutions


The Lagos State Government has commenced an internship scheme for final year students of tertiary institutions across the State tagged ‘Ready, Set, Work,’ an initiative aimed at equipping fresh graduates with necessary skills to become job creators rather than job seekers.

The scheme, which is being anchored by the State’s Ministry of Education, commenced on June 11, 2016 with the training of over 1,500 students on basic digital skills.
The scheme is an intervention of the Lagos State Ministry of Education, aimed at providing Entrepreneurship and Employability training skills for final year students in Lagos State tertiary institutions.
Over 2,000 students filled the application form for the programme, out of which 500 were selected to participate in the pilot edition.
Special Adviser to Governor Akinwunmi Ambode on Education, Mr. Obafela Bank-Olemoh, in a statement on Tuesday disclosed that on the first day of the programme, students of Lagos State University, (LASU), Lagos State Polytechnic (LASPOTECH), and Lagos State College of Health Technology (LASCOHET) gathered at the Main Auditorium of the Lagos State University, Ojo, to register for a digital training session by Google on some basic digital skills.
He added that the pilot scheme of the internship training would run for 13 consecutive Saturdays between June and September, commencing with a general module on soft skills, and followed by two specialized tracks in employability or entrepreneurship.
According to him, top performing students in the employability track will be placed on 6-month internship positions at partner organizations, including PricewaterhouseCoopers, SystemSpecs, Guaranty Trust Bank, First City Monument Bank, and Access Bank; while students in the entrepreneurship track with viable business models will have the opportunity to pitch to a panel of investors.
He said Seed Funding would also be made available to students with the best business ideas through the Lagos State Employment Trust Fund and other funding agencies.

FOUR BANKS QUALIFY AS CBN FOREIGN EXCHANGE DEALERS


The flexible foreign exchange regime begins from Monday and as banks begin to settle into it, the Central Bank of Nigeria, CBN, is set to name the lead players in the foreign exchange market today.

The lead players are called Foreign Exchange Primary Dealers, FXPD.
Though CBN’s guidelines indicated that about 8 or 10 banks would be registered as FXPD, but sources say about four banks are fully qualified, considering their examined financial positions as at end of 2015 and first quarter of 2016.

The apex bank would consider shareholders funds, liquidity ratios and volume of foreign currency assets of banks in arriving at top 10 that would be registered as FXPDs. Additional requirements may include capital adequacy ratios and historical volume of bids recorded in the CBN weekly forex market regime due to be phased out today.

FirstBank, Zenith, UBA, GTB qualify for FXPD. These four banks that have fully met the criteria, Further analysis of the top 10 banks in the country, using CBN’s criteria, shows that about four others may have also qualified with additional four close to meeting the benchmark. The banks are Access Bank Plc, Diamond Bank Plc, FCMB Plc, Fidelity Bank Plc, which have some of the key requirements as at end of 2015 and are expected to have qualified by the first quarter of 2016.

Access Bank, GTB, FirstBank, Zenith and UBA have been leading in volume of bids and allocation of foreign exchange from the CBN weekly foreign exchange trading since last year.
Other banks expected to fight for the ninth and tenth positions if CBN decide to move up the list, includes Stanbic IBTC Bank Plc, Skye Bank Plc and Sterling Bank Plc, but their financial positions could not be established due to non-availability of their financial reports as at end of 2015 and first quarter of 2016.

Also, Ecobank Nigeria is expected to make the top 10 but their financial reports were US dollar denominated and could not be immediately translated into Naira due to the transitional exchange rate as at today.
CBN had indicated a two-level trading structure where the apex bank would deal on wholesale basis with some banks that would in turn transact with other banks to be known as non-primary dealers, and other dealers at lower retail volume.

Why ‘State Of Origin’ Must Be Scrapped – Melaye


Senator Dino Melaye, representing Kogi West at the upper chamber has called for the scrapping of ‘State of origin’, especially in determining the eligibility of citizens for political offices.

He made this assertion on Friday at a ceremony to unveil the logo/medal of the Peace Corps of Nigeria (PCN) in commemoration of is 18th anniversary.

He said: “Ethnic bigotry should be shunned; there should be a replacement of the state-of-origin to unite the country.

“Any responsible person that has lived in a particular place for a certain number of years can aspire to any political position, including that state’s governor seat.”

He called for the “rebirth” of the country, and challenged youths to guard against moral decadence.

“There is also the need for the review of the educational system so as to teach more morals, values and culture with a view to building falling walls”, Melaye said.


The Speaker of the House of Representatives, Mr. Yakubu Dogara, on Thursday, directed investigation of three members of the House alleged to have assaulted a Hotel Housekeeper, as well as soliciting s*x from prostitutes in the United States of America.



The Chairman, House Committee on Media and Public Affairs, Mr. Abdulrazak Namdas, confirmed this in Abuja.


Namdas explained that the leadership of the House decided to investigate the alleged s*x scandal following a formal complaint made by the US Ambassador to Nigeria, Mr. James Entwistle.

He said, “We are in receipt of a letter from the US Ambassador, alleging misconduct by some members of the National Assembly, who attended training in the United States of America.

“The leadership of the House has commenced its own part of the investigation. When it is concluded, we will brief Nigerians further on this issue.”

Namdas, however, declined questions on how the investigation would be conducted.

“When we say we will conduct an investigation, we will conduct it and there will be a report”.

The affected members – Mr. Mohammed Garba-Gololo (Bauchi State); Mr. Terse Gbillah (Benue State), and Mr. Samuel Ikon (Cross River State) – allegedly committed the act during a recent trip to the US to participate in the International Visitor Leadership Programme on Good Governance organised by the US Government.

THREE TOP HOUSE OF REPS MEMBERS CAUGHT THROWING SEX PARTIES WITH PROSTITUTES IN THE US


The House of Representatives has
instituted a panel to investigate the alleged sex scandal involving three of its members, who were accused of improper conduct, attempted rape and soliciting for prostitutes in Ohio, U.S.A, during an international leadership programme.

Mr James Entwistle, the United States ambassador to Nigeria, as at last week, petitioned Yakubu Dogara, the speaker of the House, accusing three lawmakers – Gololo, Mark Gbillahs, and Samuel Ikon – of the afore mentioned crimes.

However, the affected members of the house of Representatives denied all the allegations and even threatened to sue the ambassador and the US government for character defamation, describing it as a plot to ridicule the National Assembly.

Yakubu Dogara, was reported to have forwarded the petition letter to the affected lawmakers, while awaiting their response.

Nigeria is at a crossroads. Just over a year ago, people voted in a historic democratic election to end corruption and business as usual, opting instead to build an economy that delivers for all Nigerians. The old order was based on an unsustainable commodities supercycle. While the boom had many positives and contributed to Nigeria becoming Africa’s largest economy, it fostered an epidemic of corruption and inefficiency.

Foreign businesses and financial institutions also benefited as some people spent and sometimes hid huge sums abroad, lifted by the rising tide of oil exports and dollar revenues. Now we are living in a new world of low energy prices.

The economy has slowed while unemployment and inflation have jumped. Longstanding structural imbalances and overdependence on imports have been cruelly exposed. We are an oil-rich nation that imports most of our gasoline.

We are a farming nation that imports most of our basic food staples. This is simply not acceptable or sustainable. Our solutions must be in proportion to the challenges. Fundamental change takes time and we are driving not one but three changes to reposition Nigeria for inclusive growth.

Restore Trust
We have begun to tackle the endemic corruption and mismanagement that is crippling our economy and corroding trust in our institutions. The anticorruption fight is at the heart of combating poverty and improving security.



We have stepped up enforcement and new prosecutions to get our house in order, and I have called for foreign governments to work with us to identify where funds stolen during previous administrations are lodged and for multistate cooperation to combat oil theft. Fighting corruption is not enough.
We need accountable government and a public sector that can do more with less. We have already taken initial steps by bringing all government finances into a single treasury account where we can monitor spending and impose discipline, implementing zero-based budgets and benchmarks targeted at waste and fraud, and establishing electronic platforms for government agency interface.

Rebalance Our Economy
In a world of lower oil prices and dollar revenues, the only sustainable path is to reduce Nigerians’ overreliance on imports. We must rebalance our economy by empowering entrepreneurs and producers, big and small, to create more of what their fellow Nigerians demand. The supply of foreign exchange to the economy must be increased. This requires radically increasing exports and productivity and improving the investment climate and ease of doing business. Nigeria’s growth and job creation will be led by the private sector.

We are a young, entrepreneurial society with vibrant success stories in new industries such as telecommunications, technology and entertainment. Government is doing its part to lower taxes on small businesses, eliminate bureaucracy to bring the informal economy out of the shadows and provide development funding for priority sectors such as agriculture. The central bank has moved to introduce greater flexibility in our exchange-rate policy. These actions are a downpayment on our people’s ability to succeed.

Regenerate Growth
We must reposition our economy by attracting investment in domestic industries and infrastructure. Nigeria has huge untapped gas reserves and also a critical shortage of electricity. Our private sector loses too much of its revenue due to brownouts and power outages.

Half of my fellow Nigerians have no access to the power grid. Investment in our power infrastructure, restructuring of the state-run oil-and-gas sector and development of other industries such as solid minerals, metals and petrochemicals will help to create a virtuous circle of growth and exports while creating jobs and reducing poverty.

I am optimistic that our actions are providing the breathing room Nigeria needs during this period of fundamental change. But we cannot improve living conditions and restore fiscal health without making people feel safe and secure—just as we cannot defeat militancy without reducing poverty and dislocation. One of our main achievements this past year has been to unite regional and global allies to push back Boko Haram. What we do in the next three years to build an economic bridge to Nigeria’s future will be just as important for bringing lasting peace and prosperity.

23 CONDITIONS BUHARI SAID EVERY GOVERNOR MUST MEET BEFORE THEY CAN ACCESS N90BN FG LOAN


On Tuesday, June 14th, the Minister of Finance, Kemi Adeosun announced the list of all the 23 conditions state governors have to fulfill to access the Federal government’s N90 billion loan. The conditions were;

1. Publish audited annual financial statements within nine months of financial year end.

2. Comply with the International Public Sector Accounting Standards (IPSAS)

3. Publish state budget online annually

4. Publish budget implementation performance report online quarterly

5. Develop standard IPSAS compliant software to be offered to states for use by state and local governments

6. Set realistic and achievable targets to improve independently generated revenue (from all revenue generating activities of the state in addition to tax collections) and ratio of capital to recurrent expenditure

7. Implement targets

8. Implement a centralised Treasury Single Account (TSA) in each state

9. Have quarterly financial reconciliation meetings with federal government to cover VAT, PAYE remittances, refunds on government projects, Paris Club and other accounts

10. Share the database of companies within each state with the Federal Inland Revenue service (FIRS). The objective is to improve VAT and PAYE collection



11. Introduce a system to allow for the immediate issue of VAT/WHT certificates on payment of invoices. Review all revenue related laws and update obsolete rates/tariffs

12. Set limits on personnel expenditure as a share of total budgeted expenditure

13. Biometric capture of all states’ civil servants will be carried out to eliminate payroll fraud

14. Establish efficiency unit

15. Federal government online price guide to be made available for use by states

16. Introduce a system of continuous audit (internal audit)

17. Create a fixed asset and liability register

18. Consider privatization or concession of suitable State-owned enterprises to improve efficiency and management

19. Establish a capital development fund to ring- fence capital receipts and adopt accounting policies to ensure that capital receipts are strictly applied to capital projects

20. Domesticate Fiscal Responsibility Act (FRA) 21. Attainment and maintenance of a credit rating by each state of the federation

22. Federal government to encourage states to access funds from the capital markets for bankable projects through issuance of fast- track Municipal bond guidelines to support smaller issuance and shorter tenures

23. Comply with the FRA and reporting obligations, including: No commercial bank loans to be undertaken by States; Routine submission of updated debt profile report to the DMO.

Senate passes public procurement bill



The Senate on Thursday passed the Public Procurement Act, 2007 Amendment Bill.
The bill, if assented to by the President, will, among other things, give priority to locally made goods in all government proc
urements.

Presenting the report at plenary, the Chairman of the Procurement committee, Senator Joshua Dariye, said the essence of the bill was to provide for and adopt the local content policy.

BREAKING NEWS: CBN announces new Naira/Currency policy, devalues the Naira



The Central Bank of Nigeria (CBN) has finally decided to allow the market forces to determine the true value of the local currency against other currencies across the world.

The governor of Central Bank, Godwin Emefiele, disclosed this while speaking at a press conference in Abuja on Wednesday.

He said the bank will operate on a single trading window, which will kick off on June 20, 2016, adding that the CBN will only step in from time to time regulate the market.

He added, that the bank will appoint less than a dozen primary dealers who would now be in charge of foreign exchange trading, driving flexibility in the system and also, that the 41 banned items remain banned, and cannot access forex from the new window.

Argentina's president tried to give Pope Francis' foundation 16,666,000 pesos. The pope refused because of 666.




Pope Francis has asked the educational foundation Scholas Occurrentes to turn down a donation totaling 16,666,000 pesos — nearly $1.2 million. His reason? In part, because "I don't like the 666," Francis reportedly wrote in a postscript of his note to the Argentina-based foundation. In the Bible, the number 666 is deemed the "number of the beast," or the devil's number.

Now, the 666 was far from the only reason Francis pushed the organization — which touts itself as "an international organization of pontifical right approved and raised by Pope Francis" — to reject the donation. The man behind the money was Argentine President Mauricio Macri, a man with whom The Guardian reports Francis has long had a "frosty relationship," largely over the center-right president's austerity measures.

The organization has heeded Francis' request and returned the donation, citing the "confusion" caused by those trying to "misrepresent this institutional gesture" as an improvement in relations between Francis and Macri.

500,000 teachers’ recruitment: Application portal crashes on day one



The recruitment of 500,000 teachers by the Federal Government might have run into a hitch as the website for the exercise crashed on Sunday following what was suspected to be massive applications by prospective candidates.

The Federal Government had, last week, announced that the recruitment of the teachers would commence on Sunday, directing interested Nigerians to apply through http://portal.npower.gov.ng.

According to PUNCH, attempts by their correspondents to register on the portal around 6.48pm on Sunday failed as the website was not available.

Checks indicated that the portal might have crashed due to heavy traffic.

The website carries a message, “An error occurred. Sorry, the page you are looking for is currently unavailable. Please, try again later. If you are the system administrator of this resource, then you should check the error log for details. Faithfully yours, nginx.”

When contacted for the number of applications through the website so far, the Special Assistant to the Minister of State for Education, Anthony Akuneme, said it was too early to know the number.

He said, “The recruitment process is on. The website has been publicised in the media. It is too early to get the response and number of applicants since it just began.”

President Muhammadu Buhari had, in his Democracy Day speech, said the recruitment of the teachers would commence on June 12.

The Senior Special Assistant to the Vice-President on Media and Publicity, Mr. Laolu Akande, also stated that the recruitment would be done online.

Akande, in a statement last Wednesday, said the 500,000 Teacher Corps, nicknamed N-Power Teach on the portal, was one of the three direct job creation and training schemes established by the current administration.

Others, according to him, are N-Power Knowledge, which will train 25,000 Nigerians in technology, and N-Power Build, which will train another 75,000 in building services, construction, utilities, hospitality and catering, automotive vocation, aluminium and gas services.

He explained that all trainees would be paid for the duration of their training.

Akande added, “The N-Power Teacher Corps initiative, which will engage and train 500,000 young unemployed graduates, is a paid volunteer programme of two-year duration.”
